Below I'll be sharing about how to locate shelters & transitional homes, avoiding a situation where you need one, and giving some details on ones specific to the SE VA area.
Where to Find Homeless Shelters Throughout the US
For a directory of shelters in multiple states or more locally, start with each of the below, but keep in mind that they are likely many additional options & persistence with looking at options is key:
Some cities/counties/states are much better suited for free temporary housing than others.

Drawbacks of Shelters
If you're using a public shelter, it is a good idea to be familiar with the potential negative impact that shelters can have on SSI if you live in public shelters for 2/3 of the time or more that I mention in my article on the impact of homeownership on SSI, SSDI, Medicaid, etc.
Shelters highly vary in terms of quality, safety, stability, etc. Locations also highly vary in terms of the quality and the volume of options available. It's important to be on your guard and cautious when selecting a shelter.
While not typical, one advanced option in Chicago requires that you put your belongings into a "hot box" that would be hot enough to kill bed bugs before you take a shower and put on the clothes of the shelter. In some cases, bed bugs can be a problem at shelters.
In some shelters, rape or molestation has occurred even though men and women are often separated. Some injuries & even death are also possible in shelters. That said, those in homeless situations are generally going to be more vulnerable to violence & sexual predation whether living in a shelter, their car, or otherwise. It's not unique to those in shelters. Per an article produced by the National Sexual Violence Resource Center on the connection between housing inequality & issues including sexual violence, "Abusers often exploit the knowledge that their victims have nowhere else to go, which further empowers their sense of control over those they are harming. Inversely, when victims have nowhere else to go, they are less likely to leave and especially so if they have children... In a study that sampled 110 domestic violence survivors, 38% reported homelessness and similar percentages reported cost burden related housing problems like being late paying rent, skipping meals, and being threatened with eviction. Victims are also highly inclined to overlook partnering with someone who is abusive or that otherwise wouldn’t want to out of desperation for shelter or support." A shelter or half-way home in some cases can be much safer than the streets or certain other alternatives depending on the situation.

VETERANS TRANSITIONAL HOUSING AND PERMANENT SUPPORTIVE HOUSING PROGRAMS
"In 2011, we opened a three-story apartment building in Virginia Beach.
The building is designed to provide a safe environment with individually assigned case managers, on-site house management, and optimal peer support to prevent the possibility of anyone falling through the cracks.
Veterans Transitional Housing: Sixteen veterans live in the apartment building. Rent is 30 percent of their income. Individuals stay for up to one year, receive case management services, work on their permanent housing plan, and are linked to VA services.
Permanent Supportive Housing: Eight chronically homeless and disabled clients pay 30 percent of their income to receive permanent housing. Case management is provided."

"Primary provider of emergency shelter for single homeless individuals and to move them from dependency to self-sufficiency, through supportive services in cooperation with other organizations in the Portsmouth area.
Portsmouth Volunteers for the Homeless is a non-profit 501 (c) 3 corporation governed by a twenty-seven (27) member independent Board of Directors. Working with over forty-nine (60) houses of faith in Portsmouth, Chesapeake, Suffolk and students from Virginia Wesleyan College, PVH provides nightly shelter for homeless persons from mid November through the first week of May each year."
